There is this guy who does this all the time (but I like him). If I talk to someone or I go near his department, he stares at me without trying to be subtle. He told his boss 2x how pretty he thinks I am and that he has always wanted to date someone of my race. He usually tries to initiate convos with me as well. He’s extremely anti-social-BUT NOT, I REPEAT, NOT SHY.

For a guy to stare at you like that then it means he really likes you. Why no go over to him once in a while and say hi or start up a conversation. This will make him closer to you, and the next time he stares at you, and you look towards him, there’ll definately be a smile or a wave, and he might even come over to meet you.
