Beagle barking at dogs while walking?

Well whenever I take my 8 month old beagle on a walk she always has to explore due to the fact that she is a hunting dog and now she is quite starting to get the hang of walking “heel” and obviously she is not going to do it all the time but when peole walk past she tries to go to them but if I don’t let her she will keep walking but as soon as there is someone else walking their dog she just wants to go over to the dog and she would do anything she can to be there and the issue is that she would start barking really loudly and it is quite embarrasing and she would pull to get to that dog she never used to be like this and she never used to bark on the street but since she is doing it I want to teach her not to as soon as possible so she doesn’t get used to it and then it would be too hard to stop her.Today as well she managed to get out of her harness (the harness is quite big at the front so she could squeeze her self out so I decided to just use a collar) but since she was quite well behaved she was running but she kept stopping looking at me and she didn’t go into the road but I am still scared if she will get loose again because obviously I dont want to loose her or her to walk into the road, also I don’t really know how to train her to stop jumpingoup at people in the house and jump up to take food from hand.In rest she knows her training quite well (her name, sit, paw, lie down, stop to cross the road when she is told to stop, come, ,wait) and she doesn’t ALWAYS listens to commands since they are really stubborn breeds but when she does listen she does everything as told and it could really help me if I could get any more suggestions in obedience training.

  • Buy a new harness so she can’t get out of it and potentially hurt herself.

    Beagles love all other dogs and she wants to say hi and play. She’s only barking out of frustration.
    Are you taking her on long enough walks? It might be she isn’t getting the exercise she needs too.
