blue dye in Betta fish tank?

Weve had 2 Betta fish for about 3 months now, and one of them is in horrible condition and we dont know why. His entire face is black, the color of his eyes are red with black pupils, and his fins look shriveled up and he barely moves and barely eats. We bought a larger tank, and treated the water, but he still looks horrible, and now weve found a small spot of liquid blue dye in his tank. Is he sick or is he dying?
