It can be all of the above. It is only a waste of money by using a portable fire extinguisher to fight a small fire, rather you may just blow an air to stop it.
A is probably the best answer, with B and C the fire has become too intense. Go to you local fire department. They will give you all the info on what use a small extinguisher and how to use it properly. Using a extinguisher improperly can spread the fire especially liquid fires if not used properly.
