I think you are referring to deeded water access. It usually means a lot which is near but not directly on the water. The owner of the lot is also a partial owner of a waterfront lot that is used by everyone in the HOA. You can build a house on the non waterfront lot but on the waterfront lot you can’t build anything except for communal use. Usually that is limited to a dock. Sometimes there will be a storage shed where the owners can keep their paddles, PFDs, and beach toys.
